On 24 December, 2013 the meeting of Presidential Council on Economy Modernization and Innovative Development was held. The RUSSOFT association was represented by CEO of ABBYY Group, Sergei Andreev, CEO of Lanit-Tercom Andrei Terekhov and the President of RUSSOFT association Valentin Makarov.

During the session Dmitry Medvedev spoke about the need for closer interaction between government and industry, and stressed that the establishment of conditions for strengthening the competitive position of Russia in the global market is the joint responsibility of the IT sector and the state.

Sergey Andreev spoke about problems with software IP protection in the United States and has proposed the formation of the fund in the Russian Venture Company, intended for co-financing patenting of Russian companies in the U.S. Dmitry Medvedev agreed on the necessity to support the initiative and instructed his unit to include the item in the list of instructions following meeting.

Valentin Makarov in his presentation noted that the success of high-tech exports is impeded by administrative barriers (currency and customs regulations), inefficient support of international marketing, high tax burden (insurance) on the high-tech business and inability to participate in the competition in the field of software development for embedded devices (robotics, mobile devices, smart things" ...) due to the lack of the appropriate customs regime.

Dmitry Medvedev confirmed that the IT industry is the priority for the government. He pointed that the tax load reduction on the IT sector for today is a complicated issue, but promised to assist in finding a solution.

Head of System Programming of St. Petersburg State University Andrei Terekhov reported about the lack of young professionals in the industry and the wide gap in the education quality in various universities. Also he mentioned the need to bring graduates up to industrial levels for 2-3 months. He proposed to reconstruct the system of regional advanced training and retraining institutes for IT professionals’, as well as more funding for basic research in IT.

Dmitry Medvedev noted that training for the industry is an absolute priority, and the government is interested in creating strong universities.

We can state that RUSSOFT members’ proposals were heard, and now the association with its partners will do their best to achieve the implementation of these proposals.
