President Vladimir Putin said Russia should be one of the global leaders in information production by 2015.

Speaking at a session of the Security Council on Wednesday, Putin said, "Today we should act to obtain leadership. Russia has all chances to be one of the global leaders in information production by 2015. Certainly, this will requires coordinated efforts by all bodies of power, representatives of business circles and civil society."

To this end, Putin proposes to search for new specific spheres that will allow Russia to be a technology leader. "It is necessary to determine priority tasks in research work and modern production."

"We should search for new specific spheres, which will allow us to obtain parity and, in particular real technology leadership, first of all in software. Our specialists are traditionally considered the best ones in the world," Putin explained.

"Free exchange of technologies and information is an important factor to strengthen democratic institutions and democracy as a whole," he said. The president recalled that in recent years Russia "has taken steps towards informatization in the economy and public life. We’re competing better in the world in this sector. We’re concentrating more efforts on this sector. I should say much has been done". He cited as an example the Electronic Russia programme, which is being implemented since 2002.

Putin said it is necessary to replace import of information and telecommunication products by own analogues.

"Primarily, it is necessary to promote the creation of new innovation enterprises through private, state and international cooperation," the president said.

In his view, "we should solve the problem to replace import by producing analogues in the own country."

"To replace import is not a self-goal. In general, to replace import in the economy can’t be considered a self-goal. But in this field, which is related to national security, it’s justified," Putin stressed.

He also believes that it is necessary "to actively use the possibilities of special economic zones, technological parks, venture funds and institutes of development".

Putin has instructed to create a commission on the development of information society in Russia till October 1. "It’d be expedient to create a commission, which will deal with developing the information society, under the Presidium of the Council for Science, Technologies and Education."

"Till October 1 I ask you to prepare a decision for its personnel and directions of its activity," the president said.
