First Russian CIO Summit - the Conference "The Perspectives of software development market in Russia" Took Place in Moscow

December 16-17, 2003, Moscow, the first Russian CIO Summit - the conference "The Perspectives of software development market in Russia" took place in Moscow in "Renaissance Moscow" hotel. This first and unique event is completely devoted to the Russian market of IT-outsourcing and software development.
CIO's of large Russian enterprises (Alfa Bank, Zhillett, RUSAGRO, Higher School of Economics, Beeline, Lukoil, "Petersburg Real Estate", M-Video and many others), and also leaders of leading Russian companies - software developers (EPAM Systems, Reksoft, IBA, VDI and many others) took part in the conference. The Ministry of Communications of the Russian Federation and the Ministry of Economic Development and Trade of the Russian Federation greeted the participants and organizers of the Russian CIO Summit.
Speaking on behalf of the gold sponsor of conference - IBM, Sergey Jaskevich, IBM deputy director in Russia, has noted an urgency of this meeting and the special attention in his speech was given to a question of terminology and understanding of what "IT-outsourcing" is. In his opinion, IT-outsourcing is "a necessary part of the development strategy of any company, the mechanism which becomes the most crucial in business, capable to make the company attractive to investors and the market. Outsourcing has huge perspectives and big future".
Representatives of the leading analytical agencies noted the fast growth of IT-outsourcing market share in Russia though in their opinion there is no sense to expect any sudden changes. First of all it is connected with the problem that outsourcing in Russia has appeared not long ago and the Russian enterprises have plenty of questions on expediency and advantages of its use in Russian business and information technologies. Also the serious researches on the efficiency of outsourcing in this country are absent and this situation also adds doubts. Thus all lecturers agreed that IT-outsourcing in Russia is at the initial stage and its development in many respects depends on a level of readiness of the IT-industry itself.
