Senior information technology executives from Massachusetts, New Hampshire and Maine gathered today in Boston to learn how to participate in the government program E-Russia and RUSSOFT, two new and significant technology initiatives in Russia. The meeting was co-sponsored by STAR SPB of St. Petersburg, Russia and Massachusetts, together with the U.S. Russia Chamber of Commerce in Boston (USRCCB).

"STAR is pleased to play a role in opening up new business opportunity between Russia and America," said Nick Puntikov, President of STAR SPB. "STAR has been active in the U.S. market for years, and it's rewarding today to see the high level of interest in our country's technology sector. The interest of American business and government leaders is apparent not only by their presence at this meeting, but by their enthusiastic suggestions toward building long-lasting cooperation."

In his keynote address, Guest of Honor First Deputy Minister Andrei Korotkov of the Ministry of Communications and Informatics of the Russian Federation and the Head of the Board of Directors of E-Russia described immediate opportunity for new business between Russia and America.

"The recently established E-Russia Directorate is managing a $2.6 billion program whose primary goal is to propagate the development of IT across the country with a special emphasis on e-Government, development of Federal e-resourses and public and social e-services to population.," Korotkov said. "We are aiming to enhance the country's economy through information technology in both the public and private sectors. We invite early participation from America."

Selena Semushkina, Deputy Director of the Ministry's E-Russia Coordinating Administration, described the tendering process taking place between 2002 and 2010, urging the group to get involved sooner rather than later.

Members of RUSSOFT, Russia's National Software Association of which STAR SPB is a member, presented RUSSOFT as the main point of entry for American companies seeking partnerships, technology and software development services in Russia. RUSSOFT was established in 2001, is based in Moscow, and works closely with Russian Ministries, including the Ministry of Communications and Informatics. Following RUSSOFT's presentation, Joyce Plotkin, President of the Massachusetts Software & Internet Council and Board Member of CRITA (The Council of Regional Information Technology Associations) responded on behalf of industry, indicating an interest in establishing a reciprocal relationship with RUSSOFT similar to agreements already in place between the Council and The Republic of Ireland, Northern Ireland, Canada, and Korea.

Daniel Satinsky, President of the US Russia Chamber of Commerce in Boston, commented, "The USRCCB is perfectly positioned to act as a catalyst to the establishment of such a relationship and will get involved."

Other American guests included the Presidents and representatives of the Maine Center for International Trade, the New Hampshire Software Association (SwaNH), the American Electronics Association, the Massachusetts Telecommunications Council, the Maine Science & Technology Foundation, and the Massachusetts Technology Collaborative. Industry analyst Aberdeen Group and MassHighTech, the region's leading technology newspaper, attended with other prominent members of the technology business community. This meeting was part of a series of events planned throughout 2002-2003.

"I have no doubt," concluded STAR's Puntikov, "that the relationships begun today will be actively developed, and will result in good business for both sides."
