Russia heading towards new IT and communication laws

A state-of-the-art legal basis is required to facilitate development of the information and communication technologies sector, Russia's IT and communications minister Leonid Reyman said at a parliamentary meeting.

A state-of-the-art legal basis is required to facilitate development of the information and communication technologies sector, Russia's IT and communications minister Leonid Reyman said at a parliamentary meeting today. He believes there are certain opportunities for the industry to develop, however, some laws are to be revised, new laws adopted, and investments into the sector are to be encouraged. He also pointed out that the ministry was working on the issues.

He stressed that it was necessary to amend the laws on information, informatization and information protection and on the mass media. The ministry set to the laws on the right to information, and the electronic signature. Additionally, Reyman finds the law on electronic commerce necessary as well.

On the whole, the IT market accounts for 1.5 percent of the GDP only, and Reyman referred to this as a "meager" share. Simultaneously, this market displays brisker growth than the others, having increased by 26 percent in 2004.
