Russian Information & Computer Industry Association (APKIT) has been admitted as a member to the World Information Technology and Services Alliance on virtue of the Steering Committee decision.

Members of the Steering Committee have unanimously supported application of APKIT which was officially deposed to the Steering Committee by Mr. Jean-Paul Eybert (Syntec Informatique, France) on behalf of the Vice-Chairman of WITSA for Europe.

World Information Technology and Services Alliance is a Consortium of 53 Information Technology (IT) Industry Associations from economies around the World. As the global voice of the IT Industry, WITSA is dedicated to advocating policies that advance the industry growth and development; facilitating international trade and investments in IT products and services; strengthening WITSA's national industry Associations through the sharing of knowledge, experience and critical information; providing members with a vast network of contacts in nearly every geographic region of the World and hosting the biennial World Congress on Information Technologies and biennial Global Public Policy Summit. Founded in 1978 and originally known as the World Computing Services Industry Association, WITSA has increasingly assumed an active advocacy role in international public policy issues affecting the creation of a robust global information infrastructure. Information & Computer Technologies Industry Association (APKIT) is the leading Russian IT Association gathering together major players of the IT market in Russia, including service providers, software manufacturers, systems integrators, distributors and others - altogether about 200 companies all over Russia.

The Association concentrates its efforts on establishing a consolidated view for the IT Industry through the negotiations with governmental entities of Russia. APKIT is lobbying the Government for the interests of the member companies; assisting the Industry in its efforts to build civilized market relations in Russia and to create favorable conditions for its development; representing international interests of member companies Worldwide. APKIT admission to WITSA means the finalization of Russian IT business Community's integration into the Global Information Society. Interests of the Russian IT Industry will be represented and protected alongside with the interests of other countries in the governing bodies of WITSA. The voice of Russian IT community will be integrated into position of WITSA over important Public Policy issues in the most important international events like the World Summit on Information Society in Geneva or WTO Trade Ministers Meetings.

WITSA is also an effective tools for promoting bilateral relations with member countries, including establishing good relations with leading IT Associations from the US, Japan, India, Australia, Europe as well as with Associations from developing countries in Africa and Asia. Effectiveness of Russian participation in WITSA will only depend on APKIT activity in Public Policy Committee and in other committees of WITSA. Such important issues like Global Outsourcing, Governmental Procurement in IT or eGovernment are in the focus of discussions within WITSA. The recommendations of WITSA would assist Russian IT industry to cooperate with the Russian Government in creating favorable conditions for the development of the IT industry in Russia as a whole. Position in WITSA and networking on the international level will also let Russian businesses feel protected in their international trade and investment activity.

Valentin Makarov, president of RUSSOFT National Software Development Association and president of Fort Ross Consortium, who represented APKIT at the WITSA Steering Committee meeting in Hanoi on November 26, 2003 has referred to APKIT admission to WITSA as a very important achievement of the Russian IT Community. He said: "All leading IT industry Associations in the World has been pleased to witness the admission of Russian IT Association APKIT to WITSA. For them that means the logic end of the Russian IT business transformation from a number of small competing companies into a real Industry. For Russia that means diminishment of risks in outsourcing and trade, that opens new business opportunities for investments and joint activity in R&D. Among the next steps we may plan to make inside of WITSA are to forward APKIT candidates for participation in the Public Policy or Steering Committees, and also to propose Russia for hosting the next Steering Committee meeting and for organization of the World IT Summit in 2010".
