An unprecedented international forum devoted to the Technological cooperation between USA and rapidly growing markets of BRIC took place in Sheraton Boston Hotel (Boston, USA).

An unprecedented international forum devoted to the Technological cooperation between USA and rapidly growing markets of BRIC (Brazil, Russia, India, and China) – "Russia, India and China – Our Partners in the New Global Economy" – took place in Sheraton Boston Hotel (Boston, USA). The forum was organized by the Mass Technology Leadership Council (Massachusetts, USA). Among co-organizers were US-Russia Trade Chamber of New England and Russian National Association of software developing companies "RUSSOFT". Participation of the Russian delegation was prepared under the auspices of Russian Ministry of ICT and was supported by Information and Computer Technologies Industry Association (APKIT).

The program of the forum was opened by a keynote speech from Lawrence Summers, who has previously served as US Secretary of the Treasury, President of Harvard University and Chief Economist of the World Bank. In the end the forum Deval Patrick, 71st Governor of Massachusetts, addressed the delegates with closing remarks.
The program consisted of two plenary sessions, which gave the delegates overview of economic and investment policies of each of the three countries and a number of parallel country-focused sessions meant to discover the market opportunities, highlight the benefits of doing business in each country, and provide best practices for companies considering global expansion and distributed development opportunities. Several Russian companies have participated in the Forum, including Auriga, Luxoft, Exigen Services, GGA, Microsoft Russia, Jet Infosystems, DataArt.

During plenary session Russia was represented by Mr. Ilya Ponomarev, Member of the Parliament and Chairman of the Sub-Committee on Technologies. Delivering his speech Mr. Ponomarev drew the delegates’ attention to initiatives of Russian legislative and executive branches aimed at creation and maintenance of necessary conditions for development of innovative economy. He highlighted the program of the elected President of Russia Dmitry Medvedev (Four "I"), described the development of "Innovative Code of laws" (a law-book stimulating innovative development) and the implementation of government program of Technoparks’ development.

Within the Innovative Code Mr. Ponomarev stressed on a draft law on venture capital which is intended to facilitate venture investments in Russia. He also stressed on the development of Russian legislation in the field of copyright protection and technology transfer, which will undoubtedly enhance the prerequisites of Russia’s leading positions in ICT field.

During the meetings with the representatives of Massachusetts business community the conversations touched upon the start of Russian-American cooperation upon creating a new Technology University in Russia that would occupy the same niche as the Massachusetts Institute of Technology in the US.
Russian participation in the Forum has widely been considered as the most dedicated, thoughtful and thus successful. Participants of the forum in Boston agreed that in case of even 30% of the planned initiatives were implemented Russia would have direct chances to become Global leader in the sphere of innovative hi-tech.
