UNESCO figures show that half of Russian students major in math and sciences, 20 percent more than in China, and at least twice as many as in India, Japan, or the U.S. Russian outsourcing talent is very different from that in India, highly specialized but with a broad educational background that spawns creativity and flexibility. It is not the very cheapest and not for every purpose, but it is on tap and for sale.
