Dear Colleague:
You are cordially invited to participate in a roundtable entitled, "Russian Nuclear Scientists in the Software Market: Unique Opportunities and Challenges," being held in conjunction with the Russian Software Outsourcing Summit being held at the "Electronstandard" building on June 5-7, 2002, in St. Petersburg, Russia. This roundtable is being organized by the U.S. Department of Energy/National Nuclear Security Administration's Nuclear Cities Initiative (NCI) to highlight the commercial activities of scientists from these renowned Russian nuclear cities in the information and software industry.
Their unique capabilities offer solutions to complex problems at the intersection of science and software engineering. The U.S. is providing assistance to facilitate this transition from weapons to software work under its nonproliferation programs with Russia. We believe these activities are especially important in the post-September 11th world.
We plan to hold the three-hour roundtable prior to the Russian Software Outsourcing Summit on Wednesday, June 5 from 3:00 pm - 6:00 pm at the Pulkovskaya Hotel in St. Petersburg. There is no charge for participation in the roundtable. The preliminary agenda is below

Roundtable Discussion:
Russian Nuclear Scientists in the Russian Software Market:
Unique Opportunities and Challenges
A subset of U.S. nonproliferation programs are working with their Russian counterparts to find alternative commercial employment for former weapons scientists to prevent the threat of their going to work for states or organizations of proliferation concern. This effort is especially important in the post 9-11 world. The growing Russian software industry represents an opportunity for these scientists to use their computational and mathematical skills to meet the needs of U.S. and Western clients. The U.S. has provided assistance to facilitate this transition from weapons to software work, notably the Nuclear Cities Initiative has set up Open Computing Centers in Sarov and Snezhinsk, and the Novosoft-Zheleznogorsk Software Development Center.
Agenda:
3:00-3:15 pm Welcoming Remarks by Roundtable Sponsors (DOE)
3:15-4:15 pm Panel One: Report from the Nuclear Cities and their Partners
