Russia to control 10-15% of global hi-tech market

MOSCOW, June 10 (RIA Novosti) - Russia can control 10-15% percent of the global hi-tech market, annually receiving $120-180 billion, Federation Council (parliament's upper house) Speaker Sergei Mironov told an international conference on innovations, technologies, investments and the role of public and private organizations at the ninth St. Petersburg international economic forum.
Russia now controls just 0.3% of this market, whereas the US share is 39%, he added.
A well thought-out federal innovation policy is essential. Moreover, Russia should move away from the raw-materials economy.
R&D projects do not meet growing socio-economic demand. The Russian business community also overlooks our inventions. Science-and-education barriers are another problem.
Russia has an ineffective science-appropriations system. Sectoral competition and efficiency are impaired by lack of a private science-technological and venturing sector.
Add to this a primitive infrastructure and inadequate innovation mechanisms. Russia lacks technology parks, technology-innovation centers and technology-transfer centers.
Our innovation processes do not yet enhance economic competitiveness, Mironov said.
Russia still has a sizeable technological potential that was amassed over the decades. "The economy must use it," he added.
Russia can now offer 17 state-of-the-art technologies, i.e. optronics, telecommunications equipment, new materials, optical systems, surveying equipment and software, he added. All in all, there are 50-55 such technologies.
