Rashid Ismailov replaces Mark Shmulevich, who left the ministry in June

Russia’s Ministry of Communications has announced the appointment of a new Deputy Minister. Rashid Ismailov replaces Mark Shmulevich, who left the ministry in June. In his new position, Ismailov will oversee the development of the IT industry while continuing to be involved with international cooperation, a position he oversaw at the ministry since January 2013.

In his pervious role at the ministry, Ismailov was responsible for the development of international relations in the field of Communications, the expansion of relations with foreign partners and the strengthening of Russia’s image as one of the leaders on the global market for information and communication technologies, said the ministry. He is fluent in English, Italian, Portuguese and Turkish​​, and also knows Spanish, German and French.

"During his tenure as director of the department of international relations, Ismailov has shown himself to be a responsible leader who is capable of making important decisions and working at the highest level," said the Minister of Communications Nikolai Nikiforov. "His experience working with a number of international organizations will enable him to successfully address a number of issues associated with the development of the information technology industry."

Prior to joining the Ministry of Communications Ismailov spent more than 20 years working for various telecom and IT companies, including Ericsson, Nokia Networks, Nokia-Siemens Networks and Huawei.
