Report Recommends New Facilities
May 24, 2013
The Russian Association of the Advancement of Science (RASN) has released a research report recommending that centers for integrated development and production be created in Russia for the production of high-tech prototypes.
RASN is a Russian NGO established in 2011 with the goal of developing and implementing policies in the fields of education, science and technological development at the federal, regional and municipal levels in collaboration with Russia’s Ministry of Education and Science, specialized committees of the Russian parliament, the Russian Academy of Sciences, the Russian Union of Rectors and others. The presidium of RASN is headed by Russian Academy of Sciences member, Eugene Velikhov.
The new report sees the absence of Russian test-production facilities as one of the main factors limiting the development of innovation in the country.
"To address this issue, a network of centers that provide the opportunity for the collective use of test-production facilities, along with the use of unique centers with the necessary scientific equipment, need to be created. These centers can be dedicated to industry-specific production (pharmaceuticals, microelectronics, robotics, precision engineering, etc.), as well as regional centers for the general sciences," the report stated, as quoted by RIA Novosti.
"In addition, for the coordination of targeted support for small- and medium-sized businesses in scientific and industrial development, it is advisable that a common program be implemented," the report stated.
RASN promotes communication between Russian scientists, teachers and engineers to contribute to the creation of an integrated research and education sector in the country and the development of the national innovation system.
