The presidential council on the development of an information society in Russia will consider ways to improve Russia's ranking in the information and communications technology (ICT) area, Leonid Reyman, advisor to the president, told journalists yesterday. The council is facing a specific task of revealing the reasons for a slowdown in ICT development in Russia and working out ways to spur it up, Reyman stressed. Despite Russia's certain advance in global ratings (from the 74th position in 2001 to the 51st position in 2007), the nation is still far behind the global leaders in key parameters despite the high potential of its labor force. Russia has so far failed to make ICT the driver for labor productivity and establish its own software development.

Meanwhile, he believes it is possible for Russia to reach the 20th position in global ratings by 2015.
