V. Makarov comments on the state IT Conception

At a November session the Russian Government considered and approved "The Conception of Development of the Russian Federation IT market", proposed of Ministry of Information Technologies and Communication. The Conception included the analysis of global and Russian IT market and the description of the barriers hampering the IT-market development. The main directions of the governmental support of IT are specified: base legislation improvement, internal market development, support of export (first of all customs regulation), forming of the IT-market institutional basis. RUSSOFT president Valentin Makarov took part in the session. He has commented the Conception and its importance for the Russian IT-market:
"The Conception includes practically all the requirements that were put forward when working out the programs of the IT-market deregulation and the software export support: administrative barriers reduction and introducing the measures of assisting the IT-market development in Russia. The Conception exceeds our most bold expectations.
The Conception has changed immensely after the McKinsey consultants have joined to its elaboration. As a whole the fact that the Ministry has invited professional consultants to assist in the Conception development is, from my point of view, an important strategic decision of the Ministry. The McKinsey company has been the main consultant to Indian Association NASSCOM when they elaborated the strategy of Indian IT industry in nineties. In many was it was due to this consultant that India rapidly grew in the world IT market. So addressing McKinsey can allow change the contemporary negative legislative and administrative environment in the IT sphere to a more favorable business-climate. So give our industry the chance to use its potential of becoming one of the world leaders in the IT sphere.
The Conception provides the complex IT-market support - both assistance to the internal market development and the support of Russian companies export. It is a wise approach which will allow valuable usage of existing export potential, avoiding the unnecessary disputes about what is the primary - internal or external market.
The question about the IT-market software export deregulation occupies an important place in the Conception. It is the most complicated question, determining the success of the whole Conception. All the attention of IT Associations should be drown to the realization of deregulation policy. We shouldn't carelessly leave this work to the officials. It is essential to work in strong positive collaboration with the Government, consistently applying all the offers of the Conception for deregulation.
The accumulated experience of the partnership of the Ministry and IT Associations is the guarantee for the future collaboration. Associations should continue performing the feedback function for the government.
All the Conception realization measures should be carried out with Associations assistance, keeping to the principles of openness, competition and transparency".
