1. Organizing Committee Comments to the program
Dear Colleagues!
We are proud to announce the draft program of the Second Software Outsourcing Summit, which will take place on June 06 - 07, 2002 in the Congress Center of the "Pulkovskaya" Hotel, Saint-Petersburg, Russia.

The Summit, which is expected to attract more than 400 participants from companies in Russia and dozen of other countries, will focus mainly on three major issues related to IT outsourcing:
  • Project management and quality assurance in outsourcing companies and individual projects.
    Partnerships between government and the community of software development companies - present and future.
  • Creating an infrastructure for significant growth of the software development sector (IT education and training).
  • These issues will be discussed in corresponding panels led by experts in each of the areas. The sessions will be followed by round tables which should lead to a stimulating and beneficial discussion of the issues as well as suggestions for improvement.
Panel 1 - Activities of Major IT Associations Around the World - Regional Opportunities for Outsourcing. This section is designed for managers of Russian outsourcing companies. The panel will be devoted to presenting the best practices and most beneficial learned experiences from various associations and to evaluations of the unique conditions and challenges for Russian outsourcing companies.

Panel 2 - Successful Export Oriented Models of Russian IT Business v Case Studies. This section is directed at potential foreign customers for Russian IT companies and at the managers of Russian companies just entering the outsourcing market. It will focus on the practical issues of providing software services and products to the worldwide market. Major Russian software development companies will share their successful experiences of selling and managing projects for overseas customers.

Panel 3 - Project Management and Quality Assurance in Outsourcing Projects. This session is designed as a discussion forum for expert representatives of the business community, consulting companies and certification bureaus. Issues to be discussed will include the organization of effective management of distributed outsourcing projects and the principles and practice of quality assurance in software development. In addition, within this area a practical "open course" - "Managing Outsourcing Projects and Companies" - will be offered to the attendees by Prof. Fergus O-Connel - one of the leading experts in this field.

Panel 4 - Partnerships between Government and the Software Development Community - Present and Future. This session is devoted to analyzing the present situation, to learning the best practices for the organization of public/private partnerships in the IT industry, and to formulating approaches toward the creation of an effective partnership on the national level for assuring dynamic development of the IT Industry.

Panel 5 - The Role and Responsibilities of Education in Russia - Problems and Prospects. This session will unite representatives from Russian Universities, the Ministry of Education, and executives of leading software development companies in order to discuss problems and formulate recommendations, which will enhance the development of highly qualified software engineers by the National Educational System.

Panel 6 - The Creation of an Infrastructure for Industrial Software Development. This session will cover the requirements for the development of a comprehensive, effective and fully competitive software development industry. The primary discussion area will be the necessity for the creation of IT-Techno parks where there is a concentration of educational organizations, incubators of promising technologies, and companies in the IT area.

At the Summit we will offer an exhibition in order to allow companies to demonstrate their capacities, new technologies and products to other Russian and foreign participants as well as to the press.

In addition, we plan a number of round table discussions where all participants can share their vision and exchange opinions:

Legal Aspects of Exporting Software Development Products and Services from Russia.
Leading experts from consulting companies will cover the present situation of IPR in Russia in connection to the export and import of software. They will also answer questions of foreign and Russian managers of software development companies. The seminar is directed primarily at discussing the practical aspects of export transactions related to software development.

Niche of Outsourcing to Russia in the International MarketThis discussion of the particular features and advantages of Russian outsourcing will bring together representatives from International IT-Associations and experts in project management with managers of Russia-s leading software development companies. The main objective is to formulate "the Russian niche" where the unique advantages of the extremely sophisticated Russian research and development capability as well as the unique skills, talents, and experiences of Russian engineers may be most successfully exploited in order to capture a major share of the worldwide outsourcing market.

Realization of the eRussia Program
This meeting of Western and Russian business people with government officials and managers of IT Associations from different regions of Russia will contribute to the effective implementation of national program aimed at the creation of an "Information Society" in Russia.

Higher Education in Software Development in Russia - Problems and prospects.
This topic is traditional for our Summit as successful combination of fundamental education and professional training is a vital basic for all kind of plans for transformation of separate software development companies into a powerful industry.

We encourage IT companies to join the online exchange of opinions on the SOS site. The most interesting and important issues will be brought to the panel during the conference.

2. Session with VIP speakers from large international corporationsThis year the main presentation at the plenary session over dynamics and trends in global software development will be done by high representative of famous Gartner Group.

High executives from leading international companies such as Xerox, Alcatel, Ericsson, IBM and a number of others will present their concerns and plans over outsourcing to Russia.
