NOVOSIBIRSK, January 11 (RIA Novosti) - It takes thorough analyses of overseas and national experience to establish technoparks, research-cum-production complexes and exclusive economic zones, stressed Russia's President Vladimir Putin. He was addressing a conference on information technological parks, underway in the Academic Township near Novosibirsk.

"We [Russians] have fine endeavors in that field, which are of major interest-suffice it to mention this Academic Township," he said. "Even several decades ago, it was engaged in practical testing and streamlining of models to integrate education, research and production within one territorial complex."

As the President emphasized, "it is essential to pinpoint up-to-date tools of government support for information technological centers, and promote high-tech commodity and service exports. The matter concerns not only preferential economic, fiscal or customs arrangements."

New technoparks need relevant laws to rely on. "A federal bill on exclusive economic zones is being drafted. It must take into proper account the specifics of information technological business," Mr. Putin went on.

The emergent infrastructure of the information economic sector deserves to make a major national project. To implement it, research, business, the state, and related legal and organizational structures must all join efforts in an efficient partnership, and shoulder the responsibilities all together, stressed the President.

He highlighted several essential aspects of the endeavor. "Emergent information technological parks are market projects to the fullest extent. We must bear that point in mind. Technoparks must proceed in their activities from the principles of competitiveness, effectiveness and profitability." The products they offer are to orient on particular clients. "Precise prognostication of long-term trends and economic demands in Russia and the whole world is essential here," added President Putin.
