From St. Petersburg to Moscow: Metropolitan Technopark to be Constructed by Finns

The Finn IT-technopark operator Technopolis Plc. has signed a memorandum of cooperation with the Moscow Administration. The given document enables the Finns to develop their technopark project in the Russian capital.

Thus, Technopolis penetration into the Russian IT-sector, which began in 2005 in St. Petersburg, continues.

The company Technopolis Plc., the largest technopart operators in Finland and one of the largest in Europe, has announced it is entering the Moscow Region IT-sector. About 930 companies and 12 thousand people are operating in Technopolis 13 technoparks. Having launched several projects in St. Petersburg the Finns are going to break into Moscow.

Technopolis is constructing a chain of technoparks in St. Petersburg, which has long been the company’s foothold in Russia. The mentioned technoparks establish the high-level business environment for the Russian and foreign IT-business. One of the project aims is to attract foreign companies into the Russian market.

According to Pertti Huuskonen, Technopolis Plc. President and CEO, the rapidly developing HT operating environment, which attracts the already existing companies and stimulates the appearance of the new ones, exists in Moscow. ‘That might result in the constantly growing demand for multi specialized IT-centers of international level and the offered services’, - Pertti Huuskonen highlights. He also says the dimensions and business specificity of the center to be constructed are to be established in the near future in accordance with the requests of the Moscow HT-sector.

The signature of a memorandum with the Moscow Administration makes it possible to design the future technopark: ‘Now we can start examining and evaluating the possible grounds to construct the technopark’, - Mr. Huuskonen says. He believes cooperation with Moscow is quite logic for his company. Technopolis experience in cooperation with city administrations in Finland is huge, that is why Mr. Huuskonen believes, ‘the company might apply the usual development schemes to construct large-scale IT-initiatives’ in Moscow.

CNews has already reported the Finns planned to construct technoparks in Russia. The Finns got interested in the lands to the East of St. Petersburg. October 17th 2007 Technopolis Plc. has signed an agreement ‘regarding innovation activity’ with the Administration of Tyumen Region. The company held consultations with the Administration representatives in Penza, Kazan, and Nizhny Novgorod.

Technopolis projects are at various constriction stages in Russia at present. Meanwhile the Finns’ intentions regarding the special economic zone Neudorf are not clear. Technopolis says the project is not as interesting to the company as when entering St. Petersburg IT-market. It was Neudorf where Technopolis started operating in the North-West of Russia. However, the company failed to get a hold in the project.

The preliminary works regarding the second largest St. Petersburg project of the company – IT-technopark on the basis of Bonch-Bruevich Telecommunications University - have been practically finished. The investment proposals of the Finnish company are currently under consideration by the Ministry of Communications, so the final decision is to be made in the near future, CNews finds out. ‘We continue consultations with St. Petersburg administration regarding the technopark. No changes have been made meanwhile, including the size of our investment coming to $ 150 mln.’, - Peter Coachman, Director of Technopolis Russian Representation Office, says.

According to Mr. Coachman, nothing has changed regarding IT-technopark in Pulkovo. The project will soon be submitted for approval by the city administration, and in Summer 2008 the company intends to get the permission for construction. Pulkovo technopark Director General has been appointed already, but his name is not announced.

Several companies have already settled in the innovation center constructed by Technopolis on Pulkov high road, i.e. Planora Oy, Mikkeli Polytechnic, Mikkeli Politechnic University Representation Office, Infranet Partners Oy, affiliated with Fatman Oy, as well as Enfo and Larkasenlaine.

The project Technopolis-Stockman is waiting for its turn, where the Finns intend to offer 4300 square meters to their clients for sublease. The building construction is to finish by Spring 2009.
