According to Mr. Reiman ICT is to Catch Up With Oil Industry in Three Years
The Russian sector of the Information and Communication Technologies (ICT) becomes mature. The given industry input into the RF economy development might be compared to the oil industry input in three years to come.

That is what Leonid Reiman, Head of the Ministry of Information Technologies and Telecommunications said at a government session.
The RF Government approved in general of the Minister’s report concerning the results of ork in 2006 and the Ministry main activity line for 2008-2020.
At present the Russian ICT industry becomes mature. The factors influencing the industry development before become less important, while some of them extinct. "The situation when the industry is not supported because of its rapid development will not do at preset. Only the active government support might help us retain the high development rate, gained and preserved at present", - Leonid Reiman says.
According to Head of the Ministry of Communication effective implementation of the state strategy might result in changing the situation in Russia by 2010. The fixed-line telephony penetration is to expand from 31 to 38 phones per 100 persons. The number of PCs and internet users per 100 persons is to increase from 16 to 30 and from 17 to 39, relatively. 95% of the Russian population is to use cellular communication. According to the forecast the state policy successful implementation might result in ICT industry input into the RF economy growth to be equal to the oil production contribution.
The present development rate proves Russia might become one of the world-wide information society leaders, which is to improve the living standards of the population, the Minster believes.
Only within the last year the number of PCs in Russia grew from 12 to 16 per 100 persons. That is practically a quarter of all the families. The number of cellular communication subscribers grew more than by 30 mln. people. At present the number of Russian citizens using cellular communication amounts to 70%. The number of the internet users late last year came to 25 mln. people and is growing fast.
According to the Minister, the state programs to implement ICT into the state administration, education and science have caused the quantity indices to grow. At present within the state project Education 90% of schools have been linked up to the internet.
Andrey Fursenko, the Minister of Education and Science notes he can hardly give any other similar examples compared to the rate of linking up schools to the internet in Russia.
The highest growth rate, according to Leonid Reiman, is shown by the internet access segment and software development. ICT growth is accompanied by high investment, proved by the fact that the Russian telecommunications sector is inferior to the oil and gas sector by the quantity of attracted investment. Due to the existing potential the industry growth rate is to retain in midterm, the Minister believes. At the same time at present the Russian share in the world-wide ICM market exceeds 2% only, which does not correspond to the intellectual and technical potential of the country.
The market growth rate is to decrease because of saturation with services if certain measures are not undertaken to shift the government support from the modern ICT market formation to the creation of domestic competitive production in the mentioned sphere, Leonid Reiman concludes.
