Project Title: An Investment Planning System
OAO Mobile TeleSystems (MTS) is the largest mobile phone operator in Russia and the CIS with about 40M of active users. The MTS license portfolio includes most regions of Russia, Ukraine, Belarus and Uzbekistan with aggregated 225.8 million population.
The Challenge
Development of an investment projects budgeting tool to be used in all MTS divisions on the territory of the Russian Federation, Belarus, Ukraine and Uzbekistan. In line with the new MTS investment planning and control regulations all business development activities that require financing are considered as investment projects. The procedures of budgets planning and execution monitoring required a specialized automation tool. One of the key project requirements was strict timeline, and custom software development turned to be the only way to automate the unique MTS processes within schedule. Aplana was selected as the service provider for this project due to its hands on experience in similar solutions that helped to cut down significantly the implementation terms. The project was implemented within a record-short period: it took only two months to develop and launch the first version of the system.The Solution
Investment Planning System provides complete information on investment activities that serve as a basis for executive decision-making on project efficiency, elaboration of budgeting and procurement plans. The system automates both workflow processes of budget negotiating and monitoring for individual projects and investment portfolios, and technological process of data consolidation and analysis at multiple levels. The system was proved to be successful during the 2005 fiscal year budget preparation, over 1500 MTS employees already using the system.The implementation of the System provided the following advantages to MTS:
- efficient procedures of investment plan approval at the enterprise level
- better optimized costs management due to effective planning and control - in terms of management and finance accounting, per projects, per regional and business units of the company, etc
- enhanced transparency of Company business for investors and shareholders due to capability of timely generation of investment activities reports
- support for executive decision-making in terms of investment projects cost efficiency, investment portfolio management on the macro region and Corporate center levels
