The Challenge

Moscow City, one of the largest world’s megalopolis, government performs enormous number of public purchases and uses one of the most complex integrated information systems to consolidate information about its activities.

The information system "Provisional Expenses" is a part of this complex system and is purposed to collect data about various government departments’ future activities and conduct their automatic expenses calculation with integrated control over the correctness of calculation and initial data.

The Solution

The main goal of the system development is standardization and automation of provisional expenses documents formation for the following budget items:
  • Software development
  • Software services support
  • Equipment acquisition and support
  • Telecommunication services
The system is integrated with other departments’ modules and can receive initial data from them. Also initial data may be imported from preformed Excel templates with consistency control. The data is consolidated and classified in the system to allow automatic processing using reference module.

Reference sub-system is a key element in the application. Most calculations performed are unified or dictated by legislation; therefore they can be pre-set in the system and used later by automation module. A powerful "Formula" module was envisaged in the application to allow users to form their own dependencies and formulas for calculation. Thus the system is very flexible as we have minimized hard-coded values calculations.

Most provisional expenses are calculated automatically, however there are a number of documents that are not possible to automate; for them we have provided manual facilities. Resulting documents may be printed or exported to Excel templates. Also a powerful reporting system is envisaged with registry keeping on key objects and objects’ groups in the workflow.
