The Challenge

In the Federal Customs Service (FCS) of the Russian Federation, the Automated System MOTOR TRAFFIC was implemented as a backup to computer process control and record keeping of temporary transport vehicle importation into the customs territory of the Russian Federation. The system in question has been developed for the purpose of maintenance of the register of imported transport vehicles. The system featured the procedure of a transport vehicle registration, carried out in the time of its importation and exportation as well as during extension of the documents’ duration. Each operation was accompanied by manual data input into the system, which would lead to additional time consumption while carrying out customs legalization and clearance as well as to enhanced likelihood of error occurrence during manual data input, which may lead to inability to terminate the procedure of temporary importation of motor vehicles and/or to incorrect procedure of extension of acknowledgement certificates’ duration.

The Russian FCS Administration was offered to optimize this business process and to carry out rehabilitation of the system’s software tools in terms of application of bar-coding technology in carrying out of customs clearance of temporary imported transport vehicles, as well as in terms of application of the Single Administrative Document in view of amendments, introduced into customs documents.

The Solution

The RBC SOFT specialists, undertaking the set problem solution, have developed the component "Motor Traffic. Inspector’s Workstation (IWS)", integrated into the existing system.

The component is designed to enhance efficiency of automated processes of formalities execution by means of acknowledgement certificates of importation of a transport vehicle (ACITV), extension of ACITV duration and execution of formalities in respect of exportation of a vehicle from the customs territory of the Russian Federation by means of application of two-dimensional bar-coding and identification of data, contained in ACITV. The system provides, by means of a printing unit, for generation and printout of labels of two dimensional bar-code, containing ACITV data as well as additional information, contained on a special ACITV label.

The data acquisition terminal provides for independent data processing and storage in amount of up to 1000 acknowledgement certificates of temporary importation. The ACIT data identification time does not exceed 1 second. The component provides for ACIT decoded data storage in the non-volatile memory of the data acquisition terminal. The component offers user’s comfortable work conditions due to minimizing of the component handling manipulations and backup of the touch screen capabilities of the data acquisition terminal.

The implementation resulted in betterment of the processes, related to transport vehicle registration, by means of reduction of manual data input, decreased amount of errors, acceleration of identification of transport vehicles, and improving of inspectors’ working conditions.
