At the press conference Leonid Reiman, Russian Minister of IT & Communications highlighted results of the Ministry’s activities aimed at the development of the Russian high-tech industry which have followed orders by Russian President Vladimir Putin.

Several issues were touched upon during the press conference. They included such important achievements as:
  • the implementation of the State program of the IT-parks development;
  • the enactment of law on tax incentives to the exporting software developers;
  • the development of Federal fund for technology and innovations.
Specifically the Minister announced that according to the program of IT-parks development the IT-park in Saint-Petersburg State University of Telecommunications was initiated, the development of it parks in Chernogolovka and Dmitrov region and the allocation of 1.4 billion Rubles for the it-parks development in 2007 were also decreed.

The minister also stressed the importance of Russian President Putin's July 28 signing of the law on tax incentives to the Russian IT industry, according to which the taxation will be decreased for the exporting IT-companies.

Furthermore it was announced that on August 9 the Government decreed the creation of the Federal fund for technology and innovations which will be allocated with 1450 million rubles of Federal budget. The fund should be formed as joint stock company with 100% government capital. It is supposed to raise the finances by placing ordinary shares on public offering, so that by 2009 the government share would drop to 25%. And by 2010 the fund should be fully capitalized privately.

One of the most significant announcement was related to creation of two Federal Agencies: the Agency for information systems and the Agency for ICT export promotion. The first Agency is intended to provide high-level management and coordination during the implementation of complex ICT projects of National level, the second Agency will provide informational, analytical and marketing support to Russian IT companies for their product and services promotion in the Global Market.

L. Reiman thankfully emphasized the input of two leading Russian ICT associations - RUSSOFT and APKIT – in the process of forming conception of both the Federal Agencies.
