Siberia’s Omsk designs its Electronic University

The Siberian city of Omsk is creating its Electronic University, a new form of providing higher education for future economists, managers, and IT specialists

Jul 17, 2013
The project is reportedly aimed at bringing quality higher education to as many students as possible.

The Internet is expected to completely replace lecture halls in the new university. Under plans, the new project will operate as follows: all educational materials will be uploaded to the Web; students will have online consultations and discussions with professors; school teachers will be able to get vocational re-training online; and the university administration will also be fully accessible online.

In a fairly uncommon approach to the novelty, Vladimir Tikhomirov who chairs the expert council for IT at Russia’s State Duma (the lower chamber of Parliament), believes that "most gifted students go for online educational techniques. They are highly motivated and possess a high level of self-organization. Only the weakest will remain in offline student’s rooms. Therefore, the on-campus form of education, still considered most prestigious, will cease to be so."
