Russia to Establish National Database of Computer Algorithms and Programs

RIA Novosti reports that Russian Prime Minister Dmitry Medvedev has signed a decree establishing a national database of algorithms and software to launch on 1 July 2013.
The database will be housed on the Russian government’s own servers and will act as a public clearinghouse for the collection, processing and storage of computer algorithms and programs that are created by state bodies and/or purchased with funds from the federal budget. The development and operation of the database will be overseen by Russia’s Ministry of Communications.
The new system is created with a view to providing services suppliers and consumers with free access to the full array of previously purchased software. Access to the database will be free of charge.
New programs are expected to be available on the servers within 30 days of purchase or development, with those requiring registration by the state taking up to 90 days to become available.
