Gref: Small IT-business to Grow 5 Times

The number of small IT- companies in Russia will have grown 5 times by 2020, German Gref, Economic Development Minister says. The forecast is part of the Russian Federation’s Development Strategy Project, designed by the ministry.

The Economic Development Ministry Head German Gref says the share of small science and IT companies is to grow 5 times, from present 2% to 10%. The calculations are part of Development Strategy Project of the Russian Federation up to 2020. The Strategy has been designed by the Economic Development Ministry and needs to be agreed with different ministries and departments. At the same time the number of trade businesses will decrease (from 50% in 2007 to 25% in 2020) and the number of service companies will increase (from 15% in 2007 to 30% in 2020).

The number of small IT-companies will increase along with the creation of technoparks in high technologies. First technoparks are to appear this year. The Ministry of Communication suggests that by 2011 the number of technoparks’ employees will have reached 75 thousand and the charges for manufactured goods and services will have amounted to nearly 117bln. rubles. "As a rule, a technopark means creation of a pool of small companies around two or three big ones", - CNews Analytics Sergey Shalmanov tells.

Meanwhile, to carry out the planned strategy the government is to solve the problem of qualified personnel training. "It is necessary to modernize the system of IT-specialists’ training, - the expert believes, - qualified personnel are in great demand in Russia. If the government agrees to the Economic Development Ministry forecast concerning the increase in the number of small IT-companies, then it is necessary first of all to start reconstructing the corresponding educational system. Theoretically, any school or college graduate should have certificates of most popular in Russia vendors".

At the same time the increase in the number of small IT-companies may result in changes of the Russian Legislation, regulating IT-companies activities, connected with the delivery of expensive product and technology testing equipment, in particular.

German Gref notes that small business need in bank investment accounts to 1 trillion rubles, and only 20% is satisfied. Meanwhile, the number of credits to small businesses is increasing (1.5 time increase in 2006 as compared to 2005). The Minister says there were 1.4bln. small businesses in Russia in January 2007.
