RF Government Adopts Accreditation Standards for IT-Companies

The RF Government has adopted the accreditation standards for IT companies. The given measure makes it possible to select the firms, which deserve reduction in tax burden.

However, the Russian IT companies are still far from the real reduction, as the Pension Fund impedes with the law enactment.

The Decree adopted on November 6ths reads any Russian IT company has the right to be accredited by the state. Such an organization should be engaged in the development and implementation of computer programs and data base on a drive on in the e-form using communication channels independent of the type of the agreement and (or) provide services to adjust and modify computer programs and data base, install, test and support computer software, data base, the document reads.

The Federal IT Agency will be engaged in the accreditation of IT companies. To receive the accreditation a company should provide the Agency with an application for the state accreditation, a reference signed by the Director and confirming the company's business activity, an extract from the Uniformed State Register of Entities and copies of founding documents. The decision is taken within 30 working days.

Federal Law No144, which foresees the decrease in the unified social tax (UST) by 7%, was adopted by the State Duma in July 2006. However the Law has not been enforced yet. The first reason related to the absence of an institution to hold the accreditation has been eliminated. However, there is the other problem. 'To enable IT companies make use of the benefits foreseen in the legislation, one should overcome another obstacle besides accreditation, - Sergey Shalmanov, CNews Analytics Analyst, says. – The financing of compulsory and distributive pension accounts should be thoroughly differentiated. The Pension Fund impedes with UST reduction as the proportion of the given financing is determined nowhere'.

The Russian software developers, according to experts, spend 80% of the expenses for salaries. The drop in UST might help reduce the cost value of the services provided by outsourcing companies and improve their compatibility in the world market.
