The source reiterated that in March 2006 a state industrial park development program had been adopted, which read that such parks should be set up in seven regions of Russia. According to the source, the Information Technology and Communications Ministry reckoned that the development concepts would be outlined for each of the industrial parks in 2006, including city planning and design estimates.

The source noted that within the next three to six months of the preparatory period, obstacles preventing agricultural land from being redefined as land for construction are to be lifted. Also, the underdeveloped housing and utilities infrastructure in the areas must be tackled. Intensive construction operations are to be launched within half a year to a year, and in two more years time they will start to look for investors. All in all, a ten-year period is envisaged for the creation of industrial parks.

19,000 jobs will be created by 2008, and 75,000 by 2011. The total value of the industrial parks' output is expected at RUR117bn (approx. USD4.38bn) in 2011.
