Novosibirsk is one of the major educational, scientific and commercial centers in the Asian part of Russia. In the Soviet times, Novosibirsk was intended to become a center of science and education. To this end, Akademgorodok was built in 1960’s, a small town 30 miles from the big city that became Russia’s first dedicated interdisciplinary research center. With a workforce of 15,000 scientists and researchers and 5,000 students, Akademgorodok is the primary source of IT experts in the region. The city is also characterized by high level of business activity and banking capital concentration. International business partnerships connect Novosibirsk with 85 countries.Official estimates show 50 providers of software development services, with the average size of 20 employees. Most are involved in the offshore programming business. High concentration of high quality programmers fostered by the local universities and comparatively low labor cost create opportunities for local software companies to be competitive in software development market along with Moscow and St. Petersburg.
