Message From the President of the RUSSOFT Association

Dear readers!

I am very proud to introduce to you the 3rd annual report on the Russian software export market. For any mature market such a study is a routine thing, which is being usually produced by National IT Ministry on the base of statistics.

We in Russia have just begun to make estimations of the software export market, first - because statistics lags behind the reality and does not include export of software services into general statistics of export. Second - because the major part of players use different legal - still sophisticated financial schemes in order to avoid bureaucratic and very burdensome social taxes, using Internet for transactions and transferring capitalization points of their businesses abroad.

People who work in the industry are to know the present situation and tendencies of the market, they are to evaluate views of other managers over main challenges and prospects, are to adjust their own policy according to the best practices and aspirations of their colleagues.

Without such information we are unable to make a longterm planning - neither to formulate our joint requirements to the Government which would lead to changes in the legislation and to allocation of State budget to solving problems of the industry.

This year we have done a really worthy work. It was well planned and executed exactly within the plan schedule and budget. We have used modern technologies for obtaining information and for making their analyze. We have engaged professional analysts for retrieving information and a professional journalist for writing the final report.

Thus the present report is the ever most complete and data proved product of analytical work over the software export market in Russia. We put in there all the conclusions we have found, dependless - whether they are pleasant or not. In many cases these conclusions are going across official estimations of industry leaders and politicians, in some cases they confirm what they say even if conclusions are not obvious.
